Jeffrey Reed of Kilpatrick said he knows other practitioners with pending appeals at the division and that the lack of ALJs has been a problem for some time. He said that he's relieved to hear about Mulligan's appointment.
“Gresham shined a light on and provided impetus for the city to keep staffing these positions,” Reed said.
